When a local well being officer declares a local well being emergency or the Director in the Department of Public Health and fitness declares a health and fitness unexpected emergency pursuant to Wellness and Safety Code section 101080, sections 6616 (Consent to use) and 6618 (Observe) shall not apply to the general public company or its contractor
